Flood History Along the Ottawa River

Clarence-Rockland fronts directly onto the Ottawa River, and the river reached record levels twice in three years — in 2017, and again in 2019 at levels exceeding the 2017 event. Both floods affected properties in this municipality directly, and both are recent enough that the consequences are still present in the housing stock changing hands today.

If you are buying near the river here, several questions matter more than they would elsewhere in the region:

Was the property affected, and how was it repaired? Post-flood remediation ranged from professional restoration to work done quickly by owners under difficult circumstances. The quality varies enormously. We look for the signs — replaced sections of drywall terminating at a consistent height, newer subfloor or foundation coating stopping at a line, replaced mechanical equipment that doesn't match the age of the house, staining or efflorescence above a repair.

Was moisture actually dried before finishes went back? This is where flood repairs most often go wrong. Closing up a wall cavity or a floor assembly that hadn't fully dried produces mold growth behind finishes that can develop quietly for years. Thermal imaging and moisture metering on accessible surfaces let us find elevated moisture and thermal anomalies that a visual inspection alone would miss.

Where does the property sit relative to the regulated flood plain? The South Nation Conservation Authority regulates development in this area, and flood plain designation affects insurance availability, financing and what you can build. This is a question to put to the conservation authority and your insurer directly — but you want to be asking it before you remove conditions, not after.

Rural Properties: Well, Septic and Wood Heat

Septic systems

Rural properties through Clarence Creek, Hammond, Bourget and the surrounding townships are on private septic. System age, tank condition, bed location and any evidence of surfacing effluent all matter, and a failed system is a five-figure replacement. Tell us at booking if the property is on septic so we can scope it correctly.

Private wells

Drilled and dug wells serve much of the rural area. Water quantity and potability are both worth confirming — bacterial testing is straightforward and inexpensive relative to the consequence of not doing it.

Wood heat

Wood stoves, fireplace inserts and combination wood-oil systems are widespread in rural Prescott-Russell, and most insurers require a WETT inspection before binding a policy on a home with a solid-fuel appliance. This is one of the most frequent reasons buyers in this area end up needing a second inspection appointment after the fact. Book it together with your home inspection and save yourself the delay.

New Subdivision Construction in Rockland

Rockland's growth has produced significant new residential construction on municipal services. For these properties the focus shifts entirely: builder workmanship, lot grading that hasn't finished settling, attic insulation coverage, HVAC commissioning, and Tarion warranty status.

Yes, and we pay particular attention to them. We assess evidence of past water entry, the quality and extent of remediation, and current moisture conditions using thermal imaging and moisture metering. We can't tell you your insurance or financing outcome — that's between you, your insurer and the South Nation Conservation Authority — but we can tell you what the building itself shows.
